[update] devel/p5-File-BOM 0.15 -> 0.16

Here is an update for File::BOM.

There is only one upstream change [0]: fix tests failing with Encode
2.99 (6.5-* base Perl ship 2.97).

Port-wise it's a simple update.

Testing:

- 'make test' passes
- The only consumer is audio/squeezecenter. It has no tests, we
  don't build it due to licensing, and i don't have the hardware to
  test it indeed.

It might be time to retire this, I used to maintain it but gave up
trying to get all the dependencies built/updated for newer versions
(and am running it on raspbian these days..) Is anyone still using
squeezecenter from the port on OpenBSD?

(squeezelite can be used instead of a hardware player but I don't
expect you to test squeezecenter :-)

I believe my brother-in-law still uses it as he gave me a squeezebox
thingy in hopes that I'd find time to update the port, but I still
haven't gotten to that.  I feel like I'm starting to catch up on my TODO
list though, but this update is a way down it.
