the_silver_searcher: Patch upstream with 0.16

Hi list,

even though the the_silver_searcher never made it into the ports,
something good did came out of it: The patch I had made that fixes a
segmentation fault that occoured on OpenBSD is now upstream. The port
in openbsd-wip[1] has been bumped to the new version.

The bash completion script should go in
${PREFIX}/share/bash-completion/completions/ then it will be OK sthen@
for anyone who would like to import.

Annoyingly the MASTER_SITES has broken ipv6 :(

This appears to need archivers/xz for lzma.h and -llzma support. Also, a
CONFIGURE_ENV line to quash a configure warning. Diff attached relative
to what's in openbsd-wip.
