py-numpy hidden dependency on py-setuptools_scm

Kurt Mosiejczuk-9
Just had py-numpy fail on the sparc64 bulk complaining about not
having a setuptools_scm module. Adding devel/py-setuptools_scm to the
BUILD_DEPENDS fixes it.

Here's a diff to add it and it bumps REVISION.

ok?

Can you please send the failure? Is it reproducible?

No.
It happens with lots of other py ports and is random.
There is something at some point changing requirements but I haven't been able
to reproduce it yet.

I agree it seems like something suspicious might be happening. If anyone has definitive proof I’d be interested to know.

I’ve received similar odd reports for other py things I maintain as well.
