missing license in net/irc

Amit Kulkarni-5
had to copy net/irc as template to have a new port and glanced at the
license...which was missing.

it should be #GPLv1, it is mentioned in irc2.10.3p1/doc/LICENSE

no. it is GPLv1+ as source code says:

Please use /usr/ports/infrastructure/templates/Makefile.template
(and try and stick to the ordering of variables used there).
