cvs up has become very slow on arm64

A cvs up of /usr/src with the repository mounted over NFS has become
very slow on arm64 (OverDrive 1000).  Two runs:
   38m22.67s real     0m08.83s user     0m29.80s system
   36m42.89s real     0m08.27s user     0m24.29s system

By comparison, an APU2 with the repository mounted from the same
server:
    4m45.95s real     0m28.28s user     1m39.97s system
    4m45.52s real     0m27.06s user     1m40.01s system

I've always seen similar numbers when doing cvs up on /usr/ports.

armv7 is not affected by this, they have perfectly fine cvs performance.

I downgraded the machine from -current to 6.3:
   15m06.14s real     0m08.25s user     0m26.51s system
   14m21.22s real     0m08.42s user     0m26.19s system
