NEW: dav1d

Here is a port for dav1d.

Tested on amd64 and i386.


dav1d is a new AV1 cross-platform decoder, open-source, and focused on
speed and correctness.

Is this already usable by other ports?  If so, they might need tweaks to
avoid/register the extra dep.

Doesn't show up in ports build logs. It's a newish VLC-associated
project and I think is only used in new VLC so far.

Not with anything in the tree as is. Eventually with FFmpeg, VLC and
possibly GStreamer.
