NEW: cad/librecad and math/muparser

Hi,

attached is a port for LibreCAD, a 2D CAD application, and its dependency
muparser, a math parser library.

cad/librecad/pkg/DESCR:
LibreCAD is a cross-platform 2D CAD program written in C++11 using the Qt
framework. It can read DXF and DWG files and can write DXF, PDF and SVG files.
The user interface is highly customizable, and has dozens of translations.

math/muparser/pkg/DESCR:
muParser is an extensible high performance math expression parser library
written in C++. It works by transforming a mathematical expression into
bytecode and precalculating constant parts of the expression.

Since our cad/qcad port is really old (January 2007) and no packages are built
(PERMIT_PACKAGE=Non-free data files) LibreCAD (based on the community edition
of qcad) seems a better alternative unless our qcad is updated.

I am using rc1 as it is considered stable
(https://github.com/LibreCAD/LibreCAD/releases/tag/2.2.0-rc1).

Some sample dxf files are available at
http://cadkit.blogspot.com/p/sample-dxf-files.html for testing.
