Moscow is +7(495) only since 1 Feb 2006

MOSCOW'S TELEPHONE CODE CHANGED FROM 095 TO 495

The international telephone codes, changed in December 2005 in Moscow
and 18 other regions of Central Russia, will now be applied only in
their new variant.

Both the old and the new codes were used from December 1 2005 to
January 31 2006. From December 2005 the digit "0" in international
codes was replaced with "4", for instance Moscow's code was changed
from 095 to 495.
