GD not compiling on 3.9/i386

Not sure if I should file a bug report or just post here on this. I'm trying to install
gd as a dependency to a few apps I run. before I start hacking around I wanted to post
to the list as a problem I found. I'm running 3.9 on an i386 that was upgraded from
3.8. I just posted the error below, I can provide more data if needed.

you need to install xbase39.tgz.
