Bridge interface STP/RSTP unexpected behavior

>Description:

        Two, possibly interrelated, issues were observed while
attempting to use Spanning Tree features on a bridge interface:

        * Issue 1:

Configuring a bridge device with 2 (or more) Ethernet interfaces,
enabling STP on each of them (see below commands used), and connecting
each to another isolated, standalone interface on a different host (so
that link is up on both bridge ifs) results in seeing BPDU frames from
*both* ports on *each* of the independent links, when the expected
result would be that one would see only a BPDU with the source address
of the bridge port we're connected to.

Instead, we see BPDUs with the source address of the other bridge
port as well. Example:

In this case, only BPDUs from source address 00:0d:b9:3e:cf:18
were expected, and vice-versa on the other link.

I confirmed a similar situation happens if one configures the
bridge to use STP instead of RSTP (ifconfig bridge0 proto stp).

This was compared with the behavior of three other implementations:
FreeBSD 12.1 release,
Linux kernel 4.19 (STP only),
HP Procurve 1810-24G Switch (SW v. PL.1.9),

none of which behave this way. I.e. each port sends BPDUs with its
source address only.

I reproduced this both on real hardware (PC Engines APU1) as well as on
QEMU VMs. By the way, this could also be reproduced while running an
OpenBSD 6.2 Release.

        * Issue 2:

Take a bridge interface configured the same way as above (i.e. RSTP
enabled on all ports) and connect *both* interfaces to any dumb switch
or bridge without STP capabilities.

The expected result would be the interface states transitioning until
one was role Designated with state Forwarding and the other was role
Backup with state Discarding.

Unfortunately, the result on OpenBSD is that both interfaces remain in
Designated port role and in state Forwarding. Unsurprisingly, any other
broadcast traffic on the switch triggers an immediate network loop
through the bridge. I confirmed that BPDU traffic was being received
and sent on each of the connected ports (and in duplicate, see Issue 1
above).

The same problem happens with the bridge configured to use STP instead
of RSTP. The other implementations I tested (see above) prevented the
network loop by transitioning one of the ports to Backup, as it would
have been expected.


Interestingly, doing the above experiment, but instead using a switch
with RSTP enabled (the HP 1810 mentioned above) *and* with the switch
having higher priority, the OpenBSD bridge ports transitioned correctly,
one to Role Root/Forwarding and another to Role Alternate/Discarding.

I'm more than happy to provide any further details or run additional
tests.
In case anyone more familiar with the bridge and stp code has any ideas
or patches, please let me know and I'll run and test whatever you like
me to.
