1st pkg_add an mandoc.db

Matthieu Herrb
Hi,

I was setting up a new machine and noticed that the 1st pkg_add command I run
on the fresh reboot complains:

/usr/local/man//mandoc.db: unable to open database file

I think that this warning can only confuse newbies and I'd
rather not see it displayed (either by shipping an empty
/usr/local/man/mandoc.db in the installer) or by disabling the warning
in makewhatis(8).

Disabling the warning would be better, as it's also shown for any other
new man directories (tcl, etc).

Also the doubled "/" is not good for anyone with mild OCD :-)
